The MHRD must be reminded that the non-NET fellowship is not some 'reward' for "meritorious" academic performance, but a guarantee of access to higher education and a means of meeting the necessary costs of research (like field-trips, purchase of books/academic resources, photocopying, printouts, journal subscriptions, etc.).
