Instead of debating the financial prudence of the Mumbai-Ahmedabad High Speed Rail (HSR) project or emphasising the importance of infrastructure, we need to ask -- will this deal lead to developing our domestic capabilities in HSR technology or once again we will end up as a consumer market for foreign technologies?
